Decentralization did not work well. Why not? Should it have?

New forms of urban governing were tested in major US cities in the late 1960s and mid 1970s. “Decentralization” of city services to grant more power to the citizens was a favorite them (“power to the people” was and often-quoted slogan). In many cities it was tried. This represented a challenge to the bureaucracies and their functions.
