How does Foucault challenge Modernity?

I understand why he critiques Modernity's obsession with positive dialectics such as the criticism of psychology and it's 'progression'. However, how does the bureaucratic state critique Modernity? It seems like the progression from games of truth such as public executions to bureaucracy is a good thing. Where according to Foucault does it fail?
