What is a bureaucracy?

One day I went to an office and finally i could talk to a lady who was very tired and not willing to work. She ha to fill out a form and fax it to the main office in the main city. The form got back the next day saying that the name had to be written in capital letters. She called me again and asked me again what was my name and how to spell my name.>>> The form got to me after one month and half. Now you know what bureaucracy is.
