The Federal Bureaucracy?

Americans are critical of the size and independence of the federal bureaucracy but its growth historically has been a response to the political demands of the American people. Given the expectations of the American people of their government like promoting liberty, equality, popular consent, individualism, unity with diversity, is small government following only the obvious direction of elected leaders a realistic possibility?
