Does the U.S. need to create a bureau of Arabic Language Translations?

It's Qadhafi, no it's Gadhafi, it's Muhamar, no it's Mohamar, it's Usama, no it's Osama. Damn it, is it well past time for the U.S. government to create another out of control, costly bureaucracy that will decide the proper translation of Arabic names? Won't that "create jobs"?
