Is the Vatican bureaucracy and paperwork affecting in the "other life"?

Heaven is to influence earth not the other way around no matter what the Catholics may claim. They don't decide who are the saints either. Every true believer in Christ is a saint. When Jesus returns as King of Kings the saints will be behind Him. All the saints, not the ones the Catholic church picked out.
