Renewing a foreign passport in NYC?

Im a permanent resident living in NY and I need to renew my SOUTH KOREAN passport in a rush. What is the fastest way possible? I'm guessing starting with going to the Korean Consulate go through the bureaucracy and fees then expediting the whole process? I know that there are 24 hour passport renewal services in NYC for US passports, I'm wondering are there services like that for foreign passports?
