Are statists afraid of a government shutdown because it will show how useless the federal bureaucracy is?

I am all for a government shutdown, a real one, one which includes the military. A government shutdown won't have much affect if 1/2 the federal workers (the military) are still being paid and operating (well over 1/2 the federal budget, before taking the 3 "wars" into consideration), will it? Hell, the DoD gas bill is probably more than the entire USDA budget, and all USDA does (well, what is left of USDA) is try to ensure our food supply isn't poisonous.
